im tryin not to sound like an ass here or nothin.. but the DAW you use won't make a difference.. it all really comes down to you being talented and if YOU can actually make a beat.. there's a science behind it as well as a proper format. i saw someone had mentioned ACID, which is a great program if you're looking for loop based production.. which means you have to go and lay down the cash for royalty free loops and you arrange them into a track that you like.. FL on the other hand lets you build everything from scratch in a sequencer format. you might wanna try looking into some hardware first like a drum machine and a workstation or something that combines both so you can get your money's worth.. but research everything before you make a decision.. you don't wanna get screwed

FL seems to be the starting point with most and you can get a good feel of how to compose/construct/edit/mix a beat with that program.
Another thing to consider is how many tutorials are available for the program you pick, FL has plenty so personally I'd say start there and learn the craft before shelling out the change.

Agent Orange pretty much sumed it all up for you. I'll take it a step further and elaborate a little more. Because there is no definite tip or answer on how to make beats, you gotta just jump in. As Agent Orange said, read as much as you can and learn about different types of EQ's and understand just what it is they do to a sound as well as how to use them to execute different effects. Once you understand those main things, because they're a part of every program and piece of equipment you pick up on, it will be a breeze once you learn how to operate whatever you're using.
There are two ways you can go about making a beat, one is to think of an idea and executing it. Like watching t.v. and hearing somthing in a commercial that gives you an idea then going about getting it and chopping it up to what you imagine. Then there's just poking and clicking around and polishing up whatever comes out of your ass. This is my preferred method. I honestly think that sometimes the beats come to me and use my body to create theirself, lol. It's like that sometimes.
Pick one program to start with and learn it, this helps bridge the gap between your idea and the song being made. It's frustrating to have an idea and don't know what to do in order to transfer it from your brain to something everyone else can hear. Don't rely on just turning knobs to see what different things are and how they work. All you hear is the sound changing, you gotta take it a step further and learn why the sound does that. What is it about that action that makes the sound end up like that? What's happening to the sound?
Learning that will help you understand what the hell they're talking about when you start trying to learn mixing and mastering, which is another major bridge people have to learn to bridge. It's good to know about mixing and mastering even if you don't feel you ever want to go down that avenue. By knowing how it works, you can make your beats more engineer friendly so they take less time to mix down, which saves money. This is important especially if you want to get with a label. You might have a hot ass beat, but if you got sounds channelled all over the mixer in an unorganized manner, like a kick and piano being on the same channel, that is extra work for the engineer, which cost more money, on average they get paid between $85 to $150 an hour, and there are those out there who get paid a whooooole lot more than that. So if you make a beat that could take two hours to mix down if it was organized right, but because of the way it's all set up it's gonna take about six or seven hours to mix down, that's a $600 difference. Having your instruments seperated to their dominant frequency ranges doesn't hurt either.
All I can say is get going and keep learning and you will cultivate your vibe.

The key to learning is studying! The best thing anyone can do is study what you are looking to so in your future. It's the same if you want to become a lawyer you have to go to school. I haven't gone to any engineering school for music but I also haven't put out any beats. Right now I am in the studying phase. Studying about compressors, EQ, filters, limiters,miking instruments - if you plan on doing live instruments,how to record vocals, etc... Another thing is read more than just one book and take different advice from different people. Some know the book way of doing things but than there are some who know the experienced way. Last but not least, TRUST YOUR EARS! Keep practicing and studying, like my man from the first reply said terminology is key in this game! Volume and Gain mean totally different meaning in music. You need this knowledge if your going to come out with them bangin beats!
