because you have fl studio 7. there is a editing vst installed in the effects menu. It is called EDISON. What is cool about this plugin is that you can drag and drop ur finished .wav right on to the sequencer. Although if u want to get a chipmunk effect then u want to do the sampling in cool edit pro(you really should download the newest version of cool edit called ADOBE AUDITION 2.0 there are a couple posts of this in the other downloads section). These ways of sampling should do u just fine. Edison is also perfect for the screwed effect. But there is also a whole lot more to do and take into consideration when you're sampling. These tutorials here should help a lot.

Umm...if you want a chipmunk effect, you can do that in FL. Just raise the pitch. The only reason why you would want to sample with Cool Edit/Adobe Audition would be to have more control over the chops that you use. I haven't used FL 7 yet but you could always load up a finished .wav file. You never needed Edison in the first place. Just save the .wav and open it up in FL Slicer.

And there really aren't any good VSTs for sampling. You don't need a VST to sample. In my whole time beatmaking, I've never used a VST to sample. There isn't a BEST program to sample in. There isn't a BEST way to go about it. What you need is a good ear and some knowledge about sound. Just watch some tutorials and pick up a book.
