Default Cubase 5 Really Need Help

I'm using Cubase 5 and I dont know why I constantly have this problems.
1 is that When I get a song thats 7-9 Midi tracks using just the VSTis that came with Cubase (Halion 1 Prologue Spector...etc) I get all this static and noise so it becomes unworkable. I have a Fast Track Pro midi interface. I change the Latency all the way to the top...can't remember its like 4010 or something and it mostly clears up. but obviously I than can't play anything because the delay is too long.
What is causing the noise and how can I fix it?!

2 is that I took Cubase 5 and installed it on a new laptop Vista 64bit. First time of using Cubase with a song I had previously made and it won't Mixdown.

A serious problem has occurred: Please try to save your project under another ame and then restart Cubase5.exe. If this Problem Persists please contact Steinberg Technical Support with a description of what you do to create this problem, and the file C:\Program Files\Steinberg\Cubase 5\Cubase5.LOG.

and I know the fix of Dumping the application folder but that has never worked for me. so this really sucks.

    any solves?!
