That video is a complete misrepresentation of a bill that is only being passed to allow museums, cultural centers, documentary producers and anyone else who wishes to use material for cultural or educational purposes but currently won't if they can't track down the copyright owner for fear of liability.

It won't require anyone to pay to register their works again with private databases or lose their copyright, and it won't make it easier for companies to get away with infringing on copyright.
