So how does someone have to go about getting samples cleared? Are there any exceptions to the rules? I've always been curious, so if anyone could shed some light, that'd be awesome.

It is a stupid lawsuit. And you clear samples by contacting the people who hold the publishing rights to the original song. Prices for clearing can vary it depends what the original owner wants...sometimes they just say no
