What filter or brushes or techniques do you use to get that kind of artifical look where it looks like a painting as opposed to a picture...You see it a lot in mixtapes example below:

well first you need Photoshop or some other editing program....but photoshops the best. Next you need some renders, OfficialPSDs v2 | Your Number One Source For Urban PSD Image Downloads, stuff like that. Next once you import the image into PS it should make a new layer. Next make a new layer, and use brushes/color dodge to get the white look. Hope that helps :)

Pac looks like he's been through a basic noise filter. The others - I can't put my finger on it. Maybe a slight noise also? Dunno.

But the most important thing to remember is that this is ART, there is no right (or wrong) way to do it. Express your own creativity - don't just rely on doing what everyone else is. THAT is how you make hot graphics.
