Well you cant reeally say ringtone converter because u can use basically any audio editing program to conver a audio file to ur ringtone format but if u need a program to upload them that depends on what type of phone you have....

umm fruck i know one, umm It's called like Ringtone Ripper or something, I used to use it but i forgot the name, it' something like that though
